The Cairns City Council Administration Complex was designed and created around the future needs of the council and the people of Cairns following the amalgamation of the Cairns City Council with Mulgrave Shire Council. One of the greatest challenges was to facilitate all the restructured and combined administrative functions of the new Council within a single facility.

The external treatment of the facade respond to both the climatic requirements and vernacular of the far north. The massing of the building is proportioned through the composition of off-form concrete columns, polished precast spandrel panels, aluminium glazing and wall panels, structural steel sunshades and roof supports.

The upper levels of the building contain the various administrative departments of the council. The ground floor caters for the council’s consumer services - the “one stop” customer services centre, information, open foyer and council civic reception room are clustered around the focal central landscaped courtyard.
