The new Town Square provides a focal point in the centre of town and is designed for flexibility of day and night uses. Power and broadcasting facilities are provided for civic functions, ceremonies, fairs and concerts. Particular care has been taken with design for the disabled and the square incorporates slip resistant paving, grassed areas for relaxation and childrens play, shade trees and shade structures.

At ground floor the new building incorporates the municipal library and three retail shop tenancies. Each of the four upper floors has 1,000m² of rentable area. 75 cars are securely parked in a basement carpark.
